The building is conceived as a precise urban volume, the result of a negotiation process between the constraints of the site, the urban restructuring directions of the Mărăști Square Zonal Urban Plan, institutional requirements, and sustainability objectives. The proposed architecture avoids unnecessary formal gestures, embracing a contemporary, calm expression appropriate to the public character of the institution, contributing to the extension of pedestrian continuity and to a coherent public frontage along Dorobanților Street. The volumetric expression of the building is a direct result of urban, functional, and climatic constraints.The façade follows a balanced vertical rhythm, using durable materials and shading systems that contribute to solar control, energy efficiency, and interior comfort.The setbacks and volumetric cutouts are not decorative elements but tools for regulating the relationship with the context, environmental quality, and urban scale. The building adopts a sober and representative character, specific to a public institution, without aggressively dominating the existing built environment.The ground-floor portico creates a protected transition zone, filtering the relationship with the boulevard and amplifying the public character of the main entrance. In this way, the pedestrian area is extended, creating a more balanced urban interface between the building and the heavily trafficked street space.
